The only Kanto pokemon that are locked to Kanto are Sneasel and Slugma, and you can get an event Slugma in Violet City. Hounddour/Houndoom need safari points, but all the other pokemon that were Kanto exclusive like Murkrow and Larvitar are all able to be found in the safari zone as soon as you can move the tiles.
