People don't ban and unban base off of what the pokemon actually deserves, they do so based off of if they counter what they run. Machamp got banned for being a mediocre Jirachi check while Jirachi and Latias do way worse shit to the format and make it clown shoes. Jirachi will never be banned because the majority of the format runs JirachiPalafin is for no fault of his own, especially when you consider how many pokemon can do what Palafin does but better. Palafin's ban is entirely arbitrary
