Realistically Primeape was wayyy too fucking strong of a Pokemon for a shit trainer like Ash anyways. Gen 1 anime had a habit of just giving Ash a Pokemon only for him to deliver it the next episode anyways, he also had a Haunter for all of 3 minutes. Gotta make room for CHARIZARD.

The original plan for the anime was 80 episodes + movie. So Primeape's storyline was created to get all the Fighting types with that tournament.With that out of the way, Primeape's purpose in the show was done. It was never meant to stick around, it was always meant to be a temporary party member like Butterfree.
