Aside from the player getting into Naranja/Uva without even being a trainer, there are plenty of students with one or two low leveled shitmons in early game areas and Penny's team is heavily implied to be pets rather than a team for battling. Even Blueberry Academy doesn't seem to only accept champion level trainers considering Kieran's team is extremely weak in your first battle with him and the player can get in before getting any gym badges.

Like the each move is a combination of a pokemon 1) Knowing how to use the move 2) knowing the name of the move3) remembering which move is which when a trainer shouts it in battle4) quickly following the command accurately in the heat of battleFor creatures who do not communicate through traditional spoken language its likely not reliable to teach them 5 moves without them mixing something up or being slowed down by trying to remember which move is named which. Even smart pokemon like Alakazam who could likely remember thousands of moves would still need to effectively hear a command in a second language, recall a move, and then quickly perform the move in a mock life or death situation. When your method of attack relies on your brain power then something that could take up or slow down your processing in a stressful situation is not ideal.

Basically the strongest character in the story that supports the main characters. This is a Horizon fanfic so obviously the main character are Liko & Roy. Ash's victory against Black Rayquaza is to showcase his status as the World Champion that surpassed Lucius. Also if we talk about giving Ash a stronger rival, its obviously going to be Nemona. Two battle nuts so strong that they can use regular pokemon to defeat main legendary pokemon . Off course Lucius, Gibeon and AI Sada/Turo could serve as an antagonist for Ash to defeat .
