I get some cheeky KOs when I outspeed things you’d never expect a base 50 Speed mon to outspeed since Swift Swim doubles my EVs and IVs too.

Kinda? It is 100% a gimmick lead that is more about catching the opponent off-guard rather than doing something useful but between immunity to sleep, forcing something to switch, stat lowering moves and a weather changing move it can throw some people off. If anything, it can at least set sticky webs and waste a turn.
