The most popular fully-evolved starter is Charizard with >10k images, with Cinderace (8.4k) and Blaziken (8.2k) not too far behind. The most popular middle starter and most popular overall (-P/E) is Braixen by a mile, with a whopping >13k images, almost 10k more than Quilava (3.8k).

The Turtwig line, with just over 500 combined images. The new Fuecoco line is not far ahead with just ~560 combined images. These are the only starter lines with <1000 combined images.
Turtwig (217) is the least popular first-stage starter, while Skeledirge (181) is the least popular fully-evolved starter. If Gen 9 gets a pass for being the newest Gen, then Turtwig, Grotle and Torterra (231) sweep the category.

Pikachu and Eevee are included, but not their evolutions since the partner Pikachu/Eevee can't evolve (and the Eeveelutions would just clutter the top of list).
Hisuian Starters are counted separately, which is only really significant for Typhlosion (Johtonian 4.8k + Hisuian 1.8k = 6.6k total). Megas aren't counted separately, since they're not really significant for anyone. Pikachu might be less popular than Eevee if you count Cosplay Pikachu (specifically Pikachu Libre with >1.6k images) separately.

I might do this but it's going to take a lot of autism, searching all the starters was pretty easy since you can just find art that groups them together and check the tags from there. I don't think I can search tags to only see species of Pokémon specifically, so I'd have to just go through the list of every single species tag on e621 and pick out the Pokémon manually.

Lucario wins with a landslide >30k images, over 10k more than Gardevoir. But keep in mind that this is all sourced from e621, which caters to furry/anthro/feral more than a general audience and is not exclusively pornographic. Other sites may represent different audiences, such as rule34.xxx, where Lucario and Gardevoir are virtually tied at ~29.4k pornographic images each.
Eevee and the Eeveelutions are by far the most popular line of Pokémon, with 5 in the top 10 slots and all 9 in the top 25. Adding up their individual totals comes out to an incredible 97k images, almost 20% of all Pokémon images (522k) on the site. In reality, they're often paired together and there's considerable overlap, but combining the "eeveelution" tag and all images of Eevee excluding those still nets a total of roughly 83k images, about 16% of all Pokémon images and more than most entire Generations of Pokémon except Gen 1 (150k), 4 (110k) and 3 (86k).
Honorable mention to Lycanroc which surprised me with 9k total images, though each form qualified individually on the chart (Midnight 6.1k, Midday 1.7k, and Dusk 1.1k).
The most popular Mega Evolution is unsurprisingly Mega Lopunny, with 1.8k images. The most popular regional variant is Alolan Vulpix with 3.1k images, and is also the only alternate form to be more popular than the original, with about twice as many images as Vulpix (1.4k).
The most popular Pokémon to not make the cut was ironically Victini, with 993 images.

There are images that at least have every gen 1-8 mon tagged together, not counting gimmicks like regional forms or mega evolutions.

Thanks, that thread is interesting. Big group images was an option, but when you're looking at an image the tags are sorted alphabetically, so I'd have to look through a lot of lists of a lot of different Pokémon species (and the animal species they're based on), pick out the more popular ones and then arrange them manually in order.
Going through the species tag list wasn't actually as big of a pain as I thought, since you can just sort it by numbers and work your way down. Dragging the images into the tier list was a lot more annoying.
I want to post more data but I have to organize it first.
