This was not made to be a Pokémon used by the player, this and Mega Camerupt were pretty blatantly designed to be enemy-controlled boss Pokémon. And those are the worst kinds of Pokémon.

Wally was conceived early on as a sickly kid who catches a Ponyta, but later they changed trajectory to him becoming a psychic type gym leader. It’s clear that Ralts and its line were finally designed to give him some weak psychic shitmon with his color scheme that would evolve into a strong mon later in the game.
