Realize? I always thought it was a legitimate criticism and I personally enjoyed the og hoenn games. I also think there's an overabundance of water type Pokémon (in general), but that's neither here nor there.

But yeah. I never really understood why that became a meme (other than it coming from IGN.)

Because now we never get water routes at all. Surfing from Fuchsia, going through the Seafoam Islands cave to get to Cinnabar Island in gen 1 was kino. Same with the interconnected Olivine and Cianwood section in Johto.

I mean, if you compare it to when you use your bicycle, yeah, but otherwise you're exaggerating, surfing in RSE isn't that slow. Compare with the absolute chore that is surfing in DP (which, granted, doesn't have as many water surfaces, but still).

A good chunk of the region being the ocean is honestly a cool concept that was executed a bit poorly. As you pointed out, 3 fucking water HMs is just too much; at the very least, diving should have been with the use of a device or something. It'd have been interesting if there were multiple mini-isles each with different wild mons, making exploration more worthwhile.

You need Strength, Rock Smash, Surf and Waterfall. Flash isn't vital, but it's hard to do without if you don't know exactly where to go and what to do. RSE Victory Road is one of the most obnoxious when it comes to HMs.

Maybe Sinnoh, though I don't recall exactly which HMs were needed. Gen 5 Victory Roads, on the other hand, were VERY merciful on that front (I think you don't even need one HM to go through BW Victory Road)
