The bear went to Water School and studied how to be a Water-Type in its Childhood. It is culturally a Watertype by adapting and knows the Essence of water, meanwhile Graploct is the oppostite, it is a Watertype that has forgotten its heritage by leaving the Water.

I think GF is trying to distance themselves from the idea that every sea creature needs to be water-type.
Since sea creatures make up a not-insignificant percentage of animals, requiring every one based on one to be a water-type would be restricting.
Also, they've been doing this since gen 2.
