It would be interesting if they added a species of Pokémon for which only the Males can Evolve and the Females never can Evolve at all. So basically a species with the situation which Male Combee and Male Salandit are in, but instead with the Females of the species. I'd be interesting to see the specifics of how that could be handled. As Combee and Salandit have reasons for why only the Females of their species Evolve and the Males can not.

I like the idea of a swarming combee evolution a lot. Multiple pokemon in one pokeball still makes no sense, but it's been a thing since gen 1 so there's not much you can do.I have no ideas for male salandit evolving. The whole point of the pokemon is femdom, so a male salandit evo can't be bigger or stronger than salazzle, but salazzle is already a pretty small pokemon. Maybe a salandit that looses it's duel typing to become pure fire or pure poison?

If dugtrio is 3 diglett moving as a unit, it's 1 discrete unit. Exeggcute all act together. Tandemaus/Maushold all act together. etc. It doesn't matter if they're separate individuals; they exclusively act together, and that's officially what the species is, regardless of if they could be easily split even without any real issues to the individuals. It's just a matter of "species" being the terminology. If you were to refer to them as "Pokemon World's National Registry #0924, Tandemaus, a set of 2 rodent-like Pokemon that act in unison" and so are listed as a single entry in their database of "legal" pokemon one can use in official battles, it doesn't seem strange at all, just wordy, but I imagine that's more accurate to its meaning, anyway.
