I don't have Entei yet and I haven't killed it. This map screenshot should indicate I'm in the same area as Entei, right? I've encountered like 15 pokemon and I still haven't seen Entei. What do?

There are many instances when I don't see Entei on the map, actually. And I found Raikou and saw that the icon does still show if they're in the same route with you.

I have a Gastly with Mean Look holding a Quick Claw for these guys, but how do I stop them from using Roar to end the battle? Pretty dumb move to be honest.
