Crystal Clear was also open world with multiple gym leader sets based on which order you tackle the gym and had some level scaling but not all battles. Red++ was all battles scaled to your highest which made team balancing more needed and I found it easier to just be constantly catching new things instead of trainng up. I like the concept of some level scaling based on how many badges you have, but 1 for 1 level scaling is annoying.
