The cope answer depends on which continuity you're looking at (good intentions fueled by trauma in the anime, the crisis being much sooner than 1000 years in the manga, etc.) but for the game itself, it's more than likely that Rose, who has at least decent intentions trapped behind a massive ego, wanted to immortalize his place in history as the greatest chairman of the Galar Pokemon League of all time, the brilliant mind who personally saw Leon's potential from the very start and built up to his uncontested position all to make sure Galar, if not the world at large, could know peace from the someday threat of Eternatus returning, and through Eternatus' defeat, Galar would know everlasting prosperity thanks to its endless amounts of energy being used to power the region.

Any information on this in any of the leaks? I thought Gen 7 was the only one with fucking nothing, but I'm pretty sure there was some sparse info on Gen 8 that includes none of that. Hell, I know Gen 9 has some alternate plot beats even if I can't remember what they are off the top of my head,

Nothing I'm aware of from the teraleak since I haven't kept up with that, but I've always thought that there was a smoking gun in Mustard's Rare League Card from the DLC. It seems extremely weird for the Pokemon League to openly admit its own corruption unless it's successfully reformed and bettered itself since Mustard's time, that's a PR nightmare for a sport that's so reliant on sponsorships.
