I wish Game Freak had as much ambition for Pokemon as they do for all of their other games.

Beast doesn't exist "because they have ambition". It's the other way around. Chicken and egg situation.

GF has a hard time retaining young devs because of Pokemon's release cycle. Young devs jump ship for bigger projects, often for more prestigious or AAA titles. They want stronger resumes. Even if they see opportunities to grow within GF or Creatures, there's limited opportunities for creative output. That's why they make internal efforts to spark and reward creativity, like those spooky concept art pieces for Hoenn mons. Even if you climb the ranks, there's still very few opportunities to get creative. We saw that with Jamie Turner's exit. They can't even retain talent who play ball and make it to directorial roles.

Beasts is GF's attempt at giving devs a reason to stay. A dangling carrot that says "we can be more than a starter job for graduates". It's a consumer product second, and a multi-million dollar pizza party first.

Previously, they developed games under the Gear Project, but that started at a time when GF was worried they were too dependant on Pokemon (and by extension, Nintendo). Post-Go, Post-Pokemania 2.0 (arguably 3.0), GF are less worried about making new IP, and more worried about their inability to develop HD projects because they're constantly hemorrhaging devs. That's why we have this disconnect between the Switch games being the best selling mon titles, while also being some of the roughest releases.
