there's nothing easy creating different paths when main story event are involved and every route is designed with difficulty levels in mind

It would be easier if you had choice which one of three paths to choose to defeat first three leaders in any order you want, then choice for fouth and fifth and 67, with the 8th one being always the last one.

Or maybe they could design a region where the opposite version has the reverse gym order.

Changing the levels would mean changing the movesets and strategies as well, you would need to make dozens and dozens of different teams, and obviously add and substract mons as you do so. Hell and what about the aces? What do you do when the leader's ace is a fully evolved pokemon? Do you think fighting Raihan's Giga Duraludon as first gym would be fair if his levels were dropped to the grass himbo's Eldegoss? And it's not just a matter of BST, typing as well, because a normal type in B2W2 makes sense as first gym, only fighting is strong against it, but it's not strong against anything so it's a nice first boss, but getting stuff like dragon, ground, steel or poison in the first gym would be pretty fucked up.

And no I'm not saying they couldn't do it, they surely could and they should, but it's not as easy as
