Why can he learn so many moves?
So many Pokemon especially in gen 1 have tiny movesets. Normal Pokemon get big movesets because that's a feature of the type but Nidoking ain't normal.
Is there some explanation for this?

Because it's based on a kaiju. Rhydon can also learn a ton of moves of the same reason.
