Both designs are equally bizarre and chuuni for a grown woman to wear, but I think the HGSS design being even MORE dragon-themed with scales and Dragonair's pearl is one of those annoying things that Game Freak went into full force for with ORAS.Sabrina's HGSS redesign, on the other hand, is great.>Gen I design has weird psychic leather bodysuit with minor dominatrix elements, Psychic is a weird type>Mugshot from game and Stadium gives her green shirt and cold expression, TCG takes inspiration from sprite with the bodysuit and makes it magenta and gold, anime takes inspiration from this>Gen II sprite is essentially the exact same design as the Gen I TCG art and anime>Gen II Sugimori mugshots from Stadium 2 and TCG have slightly messier bangs and appears more expressive compared to the Gen I mugshots, still has the green shirt>FRLG sprite and art is following this trend, just being refined a bit>HGSS decides to not reinvent the wheel for the fourth time and builds on the idea that the Sabrina of 3 years later has lightened up and normalized a bit, dresses fashionably and casuallyThe only complaint I have is the big psychic wrist gauntlets, they're stupid and impractical and lack any subtlety. But the rest of the design is great, it really shows the character development and is a breath of fresh after after 13 years of similar designs. Still, I would have maybe liked to have seen her green shirt in full art.

On a related note may I just say how nice it is that the GSC designs have been getting a lot more art in recent years? Fan art was like 98% HGSS designs until high quality art of the GSC ones came out 20 years after the games for some reason

In a lineup of 7 other gym leaders that dress and act like normal civilians relative to their towns, Clair stands out as still somewhat normal, but with the cape for flair. Like how Lance stands out as showboaty in his dress and speech compared to the others, save for Will, who is just some homo vagrant they let sneak in to guard Koga.

My theory is that the original plot was something like Erika being sexist and not allowing any men (or boys) including male trainers into her gym based on the old man's line that there only girls in the gym. That's why Ash had to crossdress in the original script. They rejected this script idea because it didn't seem appropriate for a plot in a children's cartoona and because it would make anime Erika look too bad. They kept the crossdressing plot but changed the reasonf or that.
