Why is the battle zone tropical? Shouldn't it have been snowy instead?

It's literally covered in palm trees. No, "being volcanic" isn't an excuse, otherwise places like Iceland and countless volcanic areas in IRL Russia would be able to sustain a similar biosphere. You also cross through an entire sea of ice floes to reach it.

First, Stark Mountain's volcanic ash makes the land fertile. Second, not all latitudes are treated equally for various reason (ocean currents, mountains, etc.). The harsh currents in between Snowpoint City and the Battle Zone, that require advanced ships to traverse, likely play a role in the island's comparitively warmer climate.
