One mentions the gas being possessed by "grievances" but not actual people. You are correct about Yamask though that example is a bit weird since its the human's spirit that transforms which is different from the physical body. the Kadabra thing didn't happen, it's just a story in-universe. I don't blame you for thinking that because the dex doesn't clarify that at all. However, there was official (book released (in Japanese only) around the time Pokemon came out that went into detail about background Pokemon lore, and it expands on Kababra's dex saying that there was a tv show or book about a boy transforming into a Kadabra. It's also the same source of the Pokemon shrinking thing long before PLA.

Maybe a closely related species you could argue. Except there is no phylogeny in Pokemon, no indication that Darwinian evolution even exists. So what does "closely related" mean? Same egg group? But strangely enough it's possible for Pokemon to have grandkids that don't share an egg group with them because...Another problem is how crossbreeding works. In the real world you end up with hybrid species like mules or ligers, but in Pokemon the offspring always defaults to the same species as the mother. This calls into question what a "species" is exactly and how male-only or genderless species can exist at all. Not to mention legendaries that aren't unique or immortal.There's also the question of what "gender" means. In the real world, males/females are defined by what gametes they produce. But in Pokemon, it's canon that no one in the world knows how breeding works beyond eggs mysteriously appearing. If it were just sexual reproduction, you'd think they would've figured that out by now. So it seems that male vs female can only be based on the species inheritance rule. But there are still some problems with that like unbreedable legendaries having fixed male/female genders. Heatran can be either male or female, and it's not clear what the difference is. Maushold appears to be a mixed gender group of Pokemon of the same species but is actually one genderless "individual" that breeds with Ditto like most other genderless Pokemon.TL;DR it's arbitrary video game logic

Personal headcanon: Humans can actually be caught by pokeballs, but they have an extremely low catch rate due to their biology.
