I'd be fine with Wallace as champion and Steven as a post-game battle if it didn't result in Hoenn having 2 redundant Water specialists. They could have had a different gym leader in Sootopolis use a different type, or have Juan use Ice types (it would fit the gym puzzle better too) and swap Glacia out of the E4 for a different type.
