The only official game this comes close to is the Sinnoh games. If you're trying to make a good team and don't want to overlevel, Roark will give you a hard time. Even then, he doesn't have a full team with perfect EVs and IVs.

I used to hate scouring google docs to find stats, but at this point, if you're going to have pokemon in your game that serve no purpose and can't even pull their weight a little at the elite 4, then you should buff them. No, this doesn't mean Furret has to be as strong as Dragonite, but give it some unique role that warrants using it. Availability in the early game only counts for partial credit. Butterfree (post gen 2) is the ideal example of what a shitmon should be. As soon as you get it, it's pretty good, but it can seem like it stays behind due to low stats. Access to quiver dance in later gens and even just compound eyes+sleep powder in gen 3 is a nice buff.

As always, you want a custom-tooled experience made just to suit your particular tastes, best learn to make it yourself. That way you won't get any unpleasant surprises by downloading some other rando sperg's attempt at making their own version of what a pokémon game should be. The cold hard truth is that Pokemon games are easy for a reason, that being so that you can Karenfag your way to victory with any team.
The challenge comes from using unorthodox Pokemon and strategies. You could argue that this requires the player to intentionally handicap themselves, and to an extent, that's true. However, you could argue the same of just selecting the "hard" difficulty on a menu. You have the freedom not to do that, and then you will have a much easier time with the game, much like if you use Gyarados or Nidoking or something of the sort every chance you get.
Pokemon fangames often don't understand this, and while actual difficulty in the game itself seems appealing at first, there's a point where it means you can't win with suboptimal Pokemon, which goes against the spirit of Pokemon itself.

Only an issue if you’re playing with some self imposed rules like a Nuzlocke. These gams often buff nearly everything. If you know how to use the mechanics 99% of these games, official or not, are manageable with any team. I’ve taken Pokemon like Bibarel, Qwilfish, and Dewgong to HoFs in some of these hacks.
