Boomburst is never good because it's never given to anything with decent stats and/or STAB. Rotom can cripple Steel and Fighting mons that want to come in with burns.

Off paper, it’s a move as “broken” as Draco Meteor or Close Combat, and giving it to a mon with STAB does not a menace make.
