Regular Ursaluna is already in a limbo, you can't evolve it at all in SV and ZA already proved that having the basic stage of a Pokémon doesn't mean Hisuian cross-evos are going to make part of the game too (Kleavor wasn't present in Z-A data before DLC). Now Bloodmoon Ursaluna is even worse, requires regular Ursaluna to exist and it's also a special one-of-a-kind Pokémon like Eternal Flower Floette which wasn't included in SV files (not that you would be able to transfer one anyway since Z-A doesn't allow back transfer to SV but they included Floette in Gen 7 and even gave dex entries that are impossible to legally see).
