It's funny how Game Freak had no choice but to add in Rayquaza to stop Groudon from completely fucking Kyogre up. He was beating the shit out of Kyogre before their fight got rudely interrupted.
The way I see it, Kyogre is surrounded. What's under the ocean? That's right, more earth.
You've got to be pretty confident to be completely surrounded by your opponent's element AND have a type disadvantage and still be trying to throw hands.

Groudon could handle rayquaza too he just decides not to out of respect.
This cutscene was a failing on GF's part to be honest, it looks like Kyogre is gonna sweep Groudon to the point where it's been a joke for years.If the art team was competent, we'd actually see the land shifting and the map meaningfully change to make the fight look more even, maybe have some areas around Sootopolis become inaccessible or lava flowing or something.It's weird to remember hyping up the big Rayquaza cutscene when in reality was 15 seconds long and had zero actual action in it, you don't even actually see the big guys fight. It's the climax of the plot but doesn't really feel like it.It's just weird playing a game like PMD1 or Mother 3 and seeing just how far they could go with the GBA and then looking at Emerald again. Maybe GF was never good.
