I don't see them adding a new type just one generation after they made Terapagos. It was easy to add a fairy plate for Arceus, but I don't see them shoehorning an additional type into Terapagos' design or explaining why sound type isn't part of it.
Also, I doubt they want Boomburst to be potentially super effective against anything.
