If someone were to make a region with a national dex of only 59 Pokemon, and no fire, dragon or ghost types, could it still be good?

Make it a bite-sized hack and make sure people know it going in. >9 starters (6 if you don't even have a fire starter)>(totals to 30) at least one ace per gym, e4, champ, evil team leader, and an admin (presuming an average of 2 stages)>2 box legends>1 mythical for postgame or whateverthat's only 42 (36), leaving 17 (23) distinct dex numbers for whatever fluff you want: averaging at 2 mons per line that'd be roughly 8 to 12 extra lines of distinct mons. You can obviously shave some off by having mono stager mons and take up more with three stage mons but yeah. Totally doable if you wanted.
