What we really need are RPGs bold enough to do wack settings like a food-themed area, a giant toyhouse, an orchestra land and so on. The genre is 30 years behind the curve of platformers.

It's a video game, not a movie.
A candyland setting won't have any bearing on the genre. Unless you have a playable Gingerbread Cookie race with editable equipment, expiration dates, and skill inheritance through cannibalism or "spirit cooking".
And even then, it's nothing new. It's just mutant/esper/ digimon character development with digital devil saga VR philosophies about number crunching "indestructible data" into desirable recycled configurations, with a looming threat of a devourer-god on the horizon.

Well yes. Top down would mean trying to impose such a design on an already established foundation, which would be highly limiting if not impossible.

Baten Kaitos has what you're looking for as >>3457573 pointed out, the first game has a "weird" area with locations like a confectionery village.

The sequel goes a step further and has an area (picrel) made of actual clay.
