In both cases a dev would set some rules and conditions for an algo to solve and hit run and fuck off to make some coffee.
It's always funny seeing people use this argument when they play MINECRAFT of all things, king at procedurally generated slop-worlds with buggy glitchy villages and other structures shat all over the world with the same templated buildings.
They don't even care to use self-discovering context-aware algorithms to make the generated structures feel real in the world, which is the middle ground between basic procedural generation and Transformer AI, and damn near every well known Rogueli*e uses that.
Although I will give them something at least, they've slowly introduced some context-aware code in to smooth out some of the generation.
Likewise any of the modern Fallouts and TESes that all use the same systems during dev where they shit out a bunch of structures at random, souless built on top of by devs in post.

And that's just the game assets, don't get me started on the coding side of things!

It's a bunch of fucking text files filled with words and phrases, and a harness that combines those words together via sentence templates, some of which are picked at random, some of which are based on the active game world, and all the messy parts covered up with a badly done game UI.
A shitty template-based sentence generator is a task done in any decent school / college programming class.
