I was quoted 1.8k for two models by a reputable modeler and texture team (one for VRC the other for more general purpose use). Most 3d models tend to look low-poly or uncanny. Vroids are generally very uncanny because the stock vroid skeleton is very bad and the base model has a very fixed shape. For the same price of that quote for two 3d models I got my current live2d by a reputable and professional artist and a rigger with an experience portfolio. I'd say I was probably the upper part of the middle of the price scale in both instances. Obviously somebody like Nanoless or Omochii would charge much more but return on investment would be much steeper as well.

There's only so much screen real estate to work with and if you're losing a bunch of it to an overlay around the edges then you're essentially making your viewer squint for little to no entertainment value. If you must have an overlay of some sort, consider using a transparent or semi-transparent overlay that just drapes over the top of the content you're showing rather than boxes it in. Another move that I've seen from some JP streamers is to make an overlay that doesn't actually look like an overlay. Put your chat widget onto an asset in your chatting screen like a screen or a hanging list so that it integrates into the stream without being in the way of the stream.
