A guy saying that he's with Target security caught me shoplifting. I didn't believe him so I just walked away but he kept telling me to come back, that he'd get the police involved and took my license plate. Do I just go back and pay or ignore this and not come back there?

it depends on what you shoplifted. i see my local police issue warrants for shoplifters based on video evidence and/or license plate reports after the fact all the time. it's usually for a few hundred dollars worth of stuff though.
They won't bother unless it's a big-ticket item, the cops won't bother unless they have airtight proof. Hold tight and make them show their hand.But you probably shouldn't go back there. I'm sure security has your picture on the wall.
I went back in the morning to see if they would actually do something to me, I spoke to the store manager and he said he didn't get any reports yesterday, so it seems like I should be fine for now, but obviously I'll avoid Target for a long time
