You can also fix the broken youtube-dl functionality by replacing the youtube-dl.exe in the resources folder with an up to date yt-dlp.exe (then renaming yt-dlp.exe back to youtube-dl.exe)

ffmpeg can do all of that, you just have to tell it what you want via parameters. Constant bitrate? Target size? Constant rate factor (quantization quality)? Etc.
