But I don't know because I can't ask him to clarify. The British themselves don't have a dedicated HEFRAG/MPAT round (only darts, HESH and WP) so I don't know whether it's a genuine and deliberate capability gap or whether HESH doesn't perform as the British expect against infantry in Ukrainian conditions, or if there's a training shortfall so the Ukrainians don't know the correct ways and means of HESH employment.
