A 5c mana base should come with its own inherent risks. It shouldn't be so good that you have all 5 colours online by turn 2 every single game. This isn't something that onus should be on your opponent to punish you for, this is something that just shouldn't be happening. Mana bases are just too good, and the game isn't going to get any better by printing more Blood Moons. Ban Triomes and Fetchlands in Modern unironically. Then ban Triomes in Pioneer and Standard.
