I want to get started with 40k, but the figures are expensive and actually playing it is not possible for me since no one here (latin america) even knows what 40k is.
Is it worth it for the arts-and-craft aspect alone?

No, absolutely not. The quality of the models, the quality of the materials, and the quality of the hobbyist paints you're going are all far, far overpriced and fragile for what they are. modeling hobbyism was destroyed by chinesium after the end of the 1990s

sure I get some models are "bigger" but like what the fuck. how tf do people paint these things. I'm waiting for 3D printers to advance a little bit more and am just going to 3d print shit to paint. Things I can actually see and not feel I need a magnifying glass to view.

I'm from SA and I know what it is. I wouldn't play it though, takes too much of your own time, it's only worth it for NEETs and people that don't have the obligation to work like Henry Cavil. There's many other hobbies you can get into that are much more rewarding and you don't have to expend a single penny.

I'm not sure about the figures themselves, but you being in LATAM means import is expensive and you have much lower income, so you'll probably feel it hitting the pocket. Chinese paints are good enough, so are brushes, you just have to research that on youtube to get the jist of what you need, which is the more complicated part.
As a hobby, do what you want, not like anyone is going to see it or care. It is time consuming, though.
