I'd say your problem is hidden in these two sentences with you not realizing it. You oscillate between not trying at all (ending up as a brother figure to girls you regularly talk to) and trying way too hard (going out with specific intent of getting numbers/instas instead of just having a good time, and showing way too much interest too soon instead of letting it happen naturally).
There might be more (or less) to it, but based on your stats (tall, at least decent looking, have friends, not broke) this would be my best guess.

I know this is genuinely gonna sound hard to believe but like 3 months ago I told this girl I want to fuck her raw and she said "no problem" and was super flirty with me.
