How do I:
a) indicate that I'm not interested without coming off as rude
b) guide him into being a better conversationalist

Initiate a conversation with something you're interested in and encourage him to talk whilst leaning the conversation towards other things that aren't whatever you don't care about. Or just tell him. Honestly if he gets vexed it's his problem. Tell him you want to change the subject and find it annoying when he has no care for whether you're interested or not, if he does take it in the wrong way, let it sit for a few days and then go back to him, apologise for upsetting him and be honest, you want to be friends with him (i assume) but he is boring. Idk what else to say you guys are fully grown men, he should understand

If my bother is any indication of how this is going to go...guide him to a new topic of conversation you don't mind discussing by relating it to the inane bullshit there's not much use in telling him you're not interested or trying to teach him how to read social cues.
