There is a hypothesis that there is a mechanism, the Westermarck Effect, which prevents people who are raised together as young children from ever becoming attracted to each other - a sort of reverse imprinting. Trauma.
One of the kids gets molested or raped by a caregiver:
(mom/dad/step-mom/step-dad/older cousin/aunt/uncle/aunt-in-law/uncle-in-law/grandad/grandma).
The raped/molested kid now has to process the trauma from that. The way trauma of that magnitude is processed is recreation. Reliving it. This is to gain a sense of transient control over that which was uncontrollable, a coping mechanism. Normal adults recreate it in their heads, or in talking about it in therapy or at worst through fetishism or sadomasochistic sex with other victims. The absolutely worst outcome is they become child rapists themselves. (This is the adult framework).

For a child they are not adults. They lack the cognitive means to fully process it, and what's more, children already mimick behaviours by default (all children are mimicks, this is how personality develops). Now you got a kid who struggles to normalize being raped by older family who has a high chance to mimick it.
They then rape their sibling or touch their sibling.

Still not incest tier yet, still isolated causal incidents of rape begetting rape or molestation.

It becomes incest when the same adult who raped/molested Kid#1 starts to rape/molest kid#2. The one Kid#1 also molested to cope with their own trauma.

At that point all boundaries break down. Kid#1 and #2 realize they both share the same trauma. They share the same unspeakable predictament. Kid#2 trusts Kid#1 unquestionably even if they also raped them. Because kid#1 + #2 both understand Rapist caregiver adult is brutal, potentially dangerous, and more stronger. Kid#1 + #2 form an unspoken bond or 'pact'. They both use each other to soothe the sexual trauma, they begin having sex together and it forms an incestual circuit.

I know this because I spoke with someone in a real incestuous situation with their sibling. Neither of them truly enjoy it, both of them fight suicidal ideation every day.
