My mechanic lied and didn't do any work.
When I got my car back, the clock was still off by an hour (because I was too lazy to fix it after daylight savings)
The job requires the battery to be unplugged, which resets everything. So I would either being getting the correct time, or unset.
I brought my car in for electrical work because radio didn't work. They did a complete check, and listed a bunch of issues (which I didnt get, because the prices were ridiculous), and when I was paying and getting my paperwork, the clerk said the service I did pay for was under a two year warranty. I brought up that one of the suggested services was just done last year, and should be fixed again at no cost. So I scheduled it, and nothing was done.
So either they lied about my car needing the housing gasket change and only wanted to do it for money and didnt realize, or they didn't want to do the service because it was going to be free. What is my legal recourse? Do I even have any?

You can probably sue them for not performing a service even though they took your money. You'd need to get a lawyer, though.

Next time go to a different mechanic. Car Talk has a list of trusted mechanics. The list is like 15 years old so a lot of retired, but many are still open and doing good work

No, the job that was free and warranted was never done. I didn't lose any money. Just wasted a day and they had my car, but they were caught in a lie. I dont know which lie it was. Not wanting to do free maintenance, or lying it was needed in the first place to pay for it, and then realizing it was going to be free, so they said fuck it, and pretended to do it.
