And if you're not telling them because you're afraid they would react badly if you did, it's definitely cheating.

Different couples have different rules, and cheating simply means breaking the rules (and usually trying to keep it secret). Some couples, for example, have open relationships; for them, fucking someone else *isn't* cheating, because it isn't against the rules in that particular relationship. In most relationships, of course, it *is* against the rules, and it is cheating. In your friend's case, his gf's rules included "no texting other people", and he broke that rule, so he absolutely was cheating. Now, of course, he had a perfect right to say "that's a weird rule, can we please discuss that?" and have a conversation about it, and try to persuade her to change her rules. He also had a perfect right to say "That's a stupid rule, and I don't want to be in a relationship that has rules like that, so I'm breaking up with you." That's certainly what I would have done in that situation, and it's probably what most people would have done. But the fact remains, being with her meant accepting her rules. His options were: successfully renegotiate the rules, respect the rules, or split up. Knowingly breaking the rules *was* cheating, and if you aren't willing to accept the rules (for example, because they're insane) then you split up, you don't break them in secret.
