I have a coffee shop downstairs. Autist proof advice and plan for meeting people there?

Like you live in the apartment right above?
Your biggest danger is becoming “the weird guy who’s ALWAYS here”.
Go down there and get a coffee at about the same time every morning. Either just before the big rush or just after. Make sure it’s around the same time and that you do it every day. But don’t keep going down there otherwise unless you TRULY want another coffee.
This way, you’ll meet people simply by proximity. Other people will be there around the same time and you’ll slowly get to know the employees as you order and the other customers who stop by at that time. Ask the employees for recommendations even if you don’t care. At least you’ll get to know each other. That really does go far.

People won't talk to me just because I'm a regular. And I don't feel confident talking to people who never talked to me before, maybe they're even busy or with friends

I am a regular at a coffee shop and they absolutely do. If this is your actual experience and not an assumption, you need to work on approachability. Obviously since I can’t see you it would be hard to comment on exactly what it is.

it's an assumption. relate experience, because I find it extremely hard to believe people approach you out of the blue. I know I wouldn't if I were in their place

Get to know the staff first. I go to a diner with one of my coworkers who's older than me once a week for lunch. He has been in the area much longer and knows all the staff there. I've started to get to know them, and they'll do things now like give me free refills when they shouldn't and introduce me to other patrons they know. I've met some very interesting people that way, useful people too like financial advisors, cops, and lawyers. One of the waitresses even asked for my number at one point which was flattering, but I'm taken.
