I live in the 1st floor and there's a dog somewhere on the 6th that screams so loudly at night always all of a sudden that I flinch. Apparently it gets scared when people move suddenly. Even the owners. Also it howls all day and night. One time recently it howled all day all night for so many days. I went to sleep hearing it howl and woke up hearing it howl. What do? I am pretty 100% sure it's these two druggies who own it and they don't give a shit, plus I don't want to talk to fucking druggies. If it's this loud, why the hell haven't the people on the 6th floor or below that apartment complained already. I'm the only one who's written an angry note that I put on the entrance door. Should I call the cops/animal rescue first and if then nothing happens after a month or two just drop something brown and sweet down the mail slot into their apartment? I like dogs but if that thing can't/won't be rescued it's in for a lifetime of suffering at the hands of a drug addict couple who doesn't give af.>t. europoor

My neighbors below me used to bang on the walls/ceilings all the time, even late at night. I have no idea what they could possibly have been doing in there. But I complained to the property manager and he said he'd talk to them and they haven't bothered me since. So I'd complain to the building and if it doesn't work then consider the police. I wouldn't talk to the neighbors directly because then they'll know it was you who said something and they might retaliate in some way.
Are they breaking any building rules? Like are dogs even allowed? If pets aren't allowed or there is some rule about controlling your pets you could tell the building. Otherwise just a general noise complaint to the building would work too. If you look at the lease you signed there will almost certainly be a rule about when you're allowed to make noise.
