There is some truth to the idea of brown people bringing loud bluetooth speakers around everywhere as a show of dominance, in that they actually WANT someone to speak up or confront them so they have an excuse to chimp.
But a lot of the time especially when they're in their house, they either don't think anyone has any right to be upset (because they're in their own house) or they believe everyone around them should just deal with it. A lot of the time they grew up in an environment where silence was rare and there was ALWAYS someone playing loud music, honking traffic, yelling/screaming, sirens, loud television, dogs barking etc. As such they're used to the background noise.

Check the laws first, but you could try calling the cops when the music is playing and when you know it'll likely continue playing over the next few hours. Also get video evidence with the sound being played. Worked for me after a few tries and fines(for my neighbor.) they went in there and scared the living shit out of him with all the yelling and ordering to turn it off at the last call up, I used to look down on cops but their help here changed my outlook on them and I'll never forget that

That said, it's not cool to blast music at the detriment of others. Those people can go to a nightclub and party. Or just turn the music down and party.

1. Take video documenting the noise, as other anons have said. To demonstrate that you're on your property and can hear the noise.
2. Email apartment staff or HOA. Call non-emergency police line and tell them. (You don't have to send the videos though.)
2. Do not engage the neighbors. Nothing positive will happen. It can only get more negative. As other anons have said, a group of adults can figure out that ear-splitting music is not appropriate in a residential setting. They're just rude.

The key is to report the noise every single time it happens. You'll feel like a snitch. You'll feel like a loser. I know the feeling. But you have to really reassure yourself that what they're doing is absolutely inappropriate.

The first 1-3 times, nobody will do anything. But the fact remains: noise is illegal in any jurisdiction in America (if you're in America). If you complain enough, those people WILL face consequences.
