It's not all that expensive, but the government doesn't want to shell out for shit they won't use and hospitals don't either. Samples go bad in storage and take up space too, so it's not like they keep your blood in some vault or whatever forever.Besides, if you're suspected of a crime, law enforcement can just roll up to your house and compel you to provide a cheek swab (in jail if necessary). There's well-established precedent for that, so they can get your DNA at any point if they wanted it to check against a blood/semen/hair sample from a crime scene, for example.
