Depends on how the girl got close in the first place for the full thing. But regarding killing the horse once it happened, no he was in the right, just how he went wasting ammo afterward possibly is bad (saving money is good, especially after a tragedy) or if he wasn't quick about ending the animal's misery (cruelty is useless to a beast). But the fact it killed a toddler is worth punishing severely, in the middle ages they exiled horses that killed people, which was the punishment for nobles found guilty (Western Europe). Tldr, should have not let her close, but after it happened removing the horse is justified and him going ham is understandable with grief and anger + betrayal if he made the mistake of trusting an animal with his family.
