He is The Frogman. Or The Amphibian. Or maybe CROAK. Perhaps Hopper? Either way. Origin story is a man/woman who grew up studying and loving the frogs in their backyard. They read books, kept logs, and even went to college specifically to study them. They found an absurdly rare species of frog in Gotham. The pond/lake/etv was scheduled to be filled in for a carpark for a bank that purchased the land. Hopper (maybe real name is like, Frank Hopper?) fought against their legal team but ultimately lost due to lack of funds and the whole area was bulldozed. In a rage, they created a suit that allows them to move from land to water with ease, and can summon a swarm of frogs in Biblical proportions with tech they invented. They than began systematically blowing up and subsequently flooding areas that were once swampland in Gotham in order to "Return to the frogs that which humanity took from them" and shouting phrases like "THEY'RE TURNIN THE FRICKIN FROGS GAY" (which really happened and is quite sad when you read into it) and "WHY DONT YOU GO AND CROAK" etc. and such puns. Batman tracks them down because Bruce had a charity (of course he did right?) related to preserving a certain area of wetland just outside of Gotham city that was started by Frank Hopper - The Frogman. So of course Batman tracks him down, beats him up, and sends him to ARKHAM where Frank is rehabilitated and is now teaching a college biology class.
