A dog like a human is capable of refusing to obey despite the rules of operant conditioning saying that any rational animal must. This is why people who wish to control dogs, humans, horses etc often resort to trauma as a means of control. A cat is not capable of consciously refusing conditioning. They just listen. You simply have to train them clearly and consistently because you are punching commands into a wetware computer, not communicating with the higher mind.
