There's some weird evolutionary pressures with hyenas, but it makes sense for the males to have a smaller "target"
Once that happens sexual dimorphism gets flipped where males have smaller parts and female have larger. Just a guess anyway

i think a random mutation gave female spotted hyenas an excessive amount of testosterone, which passed on as it made them stronger and better at protecting their cubs, then the psuedopenis and side effects of that came later on when it was too late for any sort of natural selection to reverse course

other species of hyenas don't do this and neither did cave hyenas
