Even if this were an irl dog, the police likely wouldn't investigate unless you had definitive proof, so likely no criminal charges and even if their were if you take animal cruelty out of the equation its just damaging property. On the civil side you might be able to get the vet bills paid if they're large enough but chances are a lawyer wouldn't touch it because the winnings would be less than their bill. If its a small claim court filing, you might get the value of a replacement dog, but that's about it.
