Canals in the UK are 3-4 ft deep so why didn't she just stand up?

It's not like the water would've been above her head if she stood up and the article never explains what everyone's been asking. Canals in the UK are only 3 to 4 ft deep meaning easily stand able for anyone above that height.

Here's another case where 1 person fell in, 2nd person went in to save him, both drowned. Canal is 4 ft deep. Wtf?
