Some other small models like Chocolat don't have the issue. Might have to do with where the thigh bones are positioned relative to the crotch, dunno if I need to add helper bones to make it not bend horribly.

Also, if you have butt bones you can add a rotation constraint so they rotate at ~ half the rotation of the legs (restrict Y/length and Z/sideways axis preferably) and that should help reduce stretching too.
